Resource Sharing - Regional Interlibrary Loan Code and Procedures


The Regional Interlibrary Loan Committee (RIC) under the leadership of chair Susan DiLorenzo, Mid-Hudson Library System convened a task force in 2001 – 2002 to revise the Regional Interlibrary Loan Code and Procedures. The task force considered changes to interlibrary loan in the region due to the implementation of the regional electronic SEAL ILL System (VDX). Other key issues of concern to the task force included definitions of resource sharing; confidentiality of loan transactions; availability of material types, especially electronic resources; and lending times. The revised code has been reviewed and approved by all eight library systems in the region.

The code governs interlibrary loan among the more than 500 academic, public, hospital, school and special libraries in the Southeastern region. The first version of the code was written in the mid 1980’s when the first regional union catalog was introduced making way for point-to-point ILL in the region. The new version of the code continues to address basic issues of ILL such as the scope of materials that are not ordinarily lent, and responsibilities of the requesting and supplying libraries as well as those of regional systems.

The Regional Interlibrary Loan Procedures is the supplemental document to the Regional ILL Code. It spells out the steps to process interlibrary loan requests among area libraries. Topics covered by the procedures include procedures and formats of requesting, copyright compliance, supplying of materials being loaned, renewal of materials and safety of materials being shipped.

The Regional Interlibrary Loan Committee will review the ILL code and procedures annually.
